If a team ices the puck, and it's painfully obvious to the ref that the offensive team isn't going to get to the puck before the defensive team is, he can call an Icing immediately after the puck crosses the red line like they do for international hockey.
If the offensive team dumps the puck in before crossing center, and it looks like they could win a battle to the puck to negate the icing call, the ref wouldn't call the whistle for icing as soon as the puck crossed the red line. (So it'd work exactly like it does now in this case)
