Hard Drive Problem (just Built New Pc)

I've just finished building a PC with half new parts and half what ever I could find, now all the parts are working, the PC is booting and I can access the bios.

The RAM, CPU etc is all showing up.

My problem is that I can't boot anything up like a windows CD.

The hard drive is from a friend so I assume it still has some stuff on from his PC, so I figured I would format that, but when I get to the part where I'm supposed to enter the CD it says, 'Reboot and select proper Boot device' which I've done I've set the CD Rom first and HD second, it then says 'or insert boot media in selected boot device and press any key'

So I press any key and the message repeats, constantly, I've tried 2 XP discs, vista disc and win 95 and neither boot.

Really all I want to do is get in there an format the HD so I can start installing a fresh windows copy because I think the Hard drive is causing the problem.

Anyone know how I can fix this? Or get around it, E.G a way of formating the Hard Drive without using a PC.

P.S this is the message I get on boot up at the start
'Pri Master Hard Disk: S.M.A.R.T. command failed'

P.P.S the RAM I spoke of in my last post worked fine it was just clocked down, thanks.

Didn't know you could do that and I wouldn't know how to get it all on to a USB drive tbh.

Anyway I've fixed it, well, kinda I just went out and bought a SATA DVD drive and a SATA Hard drive rather than use the IDE drives, they just weren't working.

This is exactly what has been going on through the entire thread, and it's not the first time either.
You come to us for advice..you just spell out what you want to get, and then ask us if it is okay, and we have to explain why it isn't. That's the world upside down..
