BBS stands for Bulletin Board Systems, I've also heard it called Browser Based Games (or Browser Based System).

im pretty sure bbs is jsut refering to the fact that you'll be conected to others to play

from the info weve been given it sounds a lot like "advanced wars" the game on gamboy w/e
