Depends what you determine as 'power'.
Is power a strong economy? Military might? Compete domination of the population? Ability to destroy the planet many times over?
If your going for military might, then probably China just for the sheer fact that there's an assload of 'em. Maybe Russia if were fighting dirty and using nuclear weapons.

We're one of the largest producers of oil in the world. We're also living proof that oil isn't everything.
