it's likely that this fan is hooked up to the PSU via molex, and not the mobo
you can quite easily mod the connector to 5v, and with a little bit of guts 7v. else, you can buy an in-line resistor such as a zalman fanmate (ull have to splice the wires together, as it's designed for 3-pin connectors), or if u want u could even get a fan controller for one of the external bays

the fan (zalman 9700led actually does come with a fanmate. iv plugged it into the cpu fan part on the mobo and to the fan. iv tried it on lowest and highest for long periods of time and neither make any difference to the noise level

then its obviously not the CPU fan thats causing the problem
have u checked the case fans? the GPU?
its VERY possible that the problem is your PSU, which is the largest factor in noise production in 90% of PCs

putting that specific heatsink on low with the fan controller should be relatively quiet
Have you tried turning it off and on again?

yes i had thought that mite be the case. any suggestions then? it is actually the loudest personal computer i hav been on and that also kind of worries me lol.

Did a little investigating and worked out that it isn't the cpu or case fan making the loud noise, nor does it seem to be the CPU but i think it's actually the video card's fan. I went onto their website and it said I could get a replacement since its in warranty blahblah, until i realised that it was made by a different company and I have to ring up place in Sydney and ask about a replacement so I'll do that next time i can be bothered.
I've come across this EasyTune5 program for my motherboard that allows me to do stuff like overclocking within Windows. It has an easy mode and an advanced mode for Overclocking where in easy mode it just lets me raise the MHZ. For my Intel Quad Core 6600 (normally @2.40GHz) what is the maximum I should raise it too or is there much more to it than that?

Just raise it a little each time and monitor the temps.
