People seem to be confusing scariest/coolest villain with most evil.

Bowser isn't really evil, he's just kind of an asshole nowadays.

Alma (the little girl from FEAR) isn't evil at all, she keeps you alive.

Kefka is the most evil villain I can think of for the aforementioned reasons.
What came first, the spamming or the misery? People worry about kids playing with guns, or watching violent videos, that some sort of culture of violence will take them over. Nobody worries about kids reading thousands, literally thousands of posts about anime, 4chan, flaming, goatse and emos. Did I make terrible posts because I was miserable? Or was I miserable because I made terrible posts?

Well, to decide who is the most evil, we will have to lay down a definition of exactly what "evil" is. Obviously its doing bad things, but does the motivation count? Is doing bad things just for the hell of it actually any worse than doing bad things out of revenge? So, in terms of who has done the most bad things, while having very little redeeming qualities, (Of course by bad things I mean stuff like murder, rape, pillage, etc. Obvious stuff.), id say Kefka wins.

Most evil is not the best way to phrase that question.

A better question would simply be which video game villain is the best. Evil is a factor in that, among a lot of other stuff.

I'm big fans of Sephiroth and Kefka as far as villains go. I will also admit that the very first time I faced Ganondorf in Ocarina of Time when I was maybe, 14... oh man. The first time I ever saw him in his piggy form (Even his 'normal' form was kinda freaky; I think his voice scared me), on top of his castle with all the thunder and lightening, I was scared shitless quite honestly. He's pretty badass, too.

The Boss (MGS 3) is one of the coolest... uh, bosses! But I actually really like her and wouldn't call her evil... She's like an admirable baddie.
