I guess Kefka was pretty evil, but he just fails to make an impact on me. He's evil for no reason, just randomly malevolent, the picture-perfect mustache-twirling villain. He doesn't even seem to be in it for personal gain, given how many times he destroys things and people just for the hell of it.
Now Robo-Hitler. A combination of one of the most evil human beings in history, and the fearsome power of WWII-era sci-fi Nazi robotics. You don't get much more evil than that.
