Well I have A ATi Radeon X1300 right now, Getting a 8800GTS very soon, and well with my ATi I only get 30 - 40 FPS in medium, And I cant even imagine playing Halo2 Vista yet. So I was wondering what you guys think on the 8800GTS

Its not just about your Video card. I mean you could have like a P1 with 2MB of RAM and an 8800GTS.
But I'd guess at least like 80. More depending on specs.

Depends on the rest of your system. Chances are with your video card, you don't have a very good CPU, and CSS is a CPU-intensive game.

Yes, it is CPU intensive. Maybe it isn't for you because you play on 5-man servers or get 30 FPS normally

I get 60+ FPS on 32 man servers.

Comparatively CSS is a very CPU heavy game, however it began developement so long ago you can run it at decent speed on a higher end pentium III and a radeon 8xxx series card
Have you tried turning it off and on again?

I have a 2.4 ghz single core AMD, 1.5 gigs of ram, and an X800 and I get 60-90 fps.

That's odd,
I have a x1600 XT same factory clock settings, with a 2.21ghz AMD 64 3500+
I got 60 or below?

X800 > X1300 tho, X1300 is more about equal to an X600

That wouldent matter because than I could just say that I got the other rig in my sig (Which is also better than his, no offence buddy) by winning a Quake3 comp using a PC with a Pentium 3 in it at a LAN comp before I got my new rig. Not only does saying I won it sound alot cooler than saying I paid for it myself, but they didnt have to bust there wallets because let's face it, there loaded and have nothing better to do with there money.
