as for getin better fps just use the cevo gui it sets all teh settings for u u dont even need a cfg...but if ur like me w a monster rig u can run anything on 16x12 be pro and use full graphics

Whats the best way to learn where to throw flashes? I see lots of people throw them over the map like they done it a million times, but it's embarrassing when you try and fail. Is there any guides or you just need to load up a map and use trial and error?
Also how is armor budgeted in during match play?

In competitive play, it goes gun > grenades > armour, when buying.
Flashbangs take practice to be able to throw effectively and quickly. Obviously the more you do it, the faster you will get. It sucks getting killed with a flash out.
Different maps have certain flash spots.
( eg. off the window of hut in de_nuke, off the wall in the entrance of long A on de_dust2 )
Just be creative with different angles and positions.
