Can anyone explain to me why this has happened and how to fix it?
Here's A Screenshot of the problem, the same thing happened to my desktop icons except instead of like a broken icon it had no icon at all, but that fixed itself with restarting the computer, although even when I restart my computer these icons still don't work, what do I do?

Icons don't work

If you click them they don't work?
Can you navigate to their directory (for example c:\program files\Ventrilo) and is there the specified file there?
Do icons on the desktop work?
Do you have adequate antivirus software, has any drive letters changed?
If the drive letters are the same, I'd suggest posting a HJT log (google) here, so I can help you out a little more

Nonono the application works but not the icon(like the actual picture), it's abnormal so I thought there was something wrong it's not a big deal but it shouldn't be doing that right, so I'm assuming there could be another problem.

I have no idea. At this point i'd clear my prefetch (Master tech- back off!) and try the 'small icons' option in taskbar properties. (Change back and it should have refresshed them)

The prefetch folder has nothing to do with this problem. I suggest learning about what it is for instead of carelessly recommending something that makes absolutely no sense but will slow down his computer.
