CPU Usage Problem

Well with NO processes running, my PC jumps between 1% usage and 20% usage.
Has anyone else ever had this problem?
Does anyone know a solution?

Specs? Hyperthreaded P4 or dualcore Athlon64? What does the processes list show as taking up CPU?

I've closed every process except the once the system needs, firefox, and explorer and I still get the problem.

I've never heard of wscntfy.exe . Turn off firefox and msnmessenger, then take a caption of it though. Sometimes FF and MSN can just be system hogs.

Same thing happens without MSN and Firefox, and when i turn off wscntfy.exe it just keeps coming back.

its the windows security center.
Unless your expiriencing lag or other problems, its completely normal for cpu usage to jump up and down. Ecspecially from 1-20 constantly.
