How do you get 100 FPS when CS 1.6 has a frame rate cap at 60?

There is no cap.

works for me, your pc must suck
I have the same problem as Otaku, but since it "caps" at 60 even on the lowest possible graphics, I really think the netgraph is just displaying it wrong. Cause if I turn it all the way up, I get "30" FPS but it's still as smooth as when I had "60"

no net_graph is pretty dependable when it comes to framerate detection. i believe sometimes certain moniters that operate at 60hz usually end up limiting the framerate of the game to 60fps or something. i read it somewhere on the team3d forums...
i get 99-100fps on 32bit mode, fps_max 101
