hey guys, im looking to pick up a slightly older graphics card, but one of the better ones (like last gens best). looking to be able to play dota2 at a reasonable frame rate (getting like 20 fps with my 8800gt). money is scarce...what are my options?

Be more specific on what your budget is. It might be better to get a mid range current gen GPU. Can't tell if you're budget is so broadly defined.

The 460 is a solid card all around and it's a good baseline for a card that should have enough legs to base your decision around. Looks like it's around $130 on newegg. Probably the best value for a video card atm. All the better ones are ~$180-$200+. Similarly if you prefer Radeon the 6850 matches pretty well with the 460.
One tip if you don't mind waiting is keep an eye on newegg's daily deals for a week to a month you'll usually find a great deal on a video card.
