Each developer only takes 2 years on each one though. That's still not much time for any significant progress. Iterative titles have a lot of messy problems that come up the longer you iterate on short development cycles. Core parts of the engine get outdated and are fixed with hacks instead of clean refactoring as you could do with a longer development period. Your core features are in the game longer so you have more time to bug fix the gameplay. All sorts of problems happen with short dev cycles.
Not to knock on developers that do it, because it's definitely hard work and they're stuck between a rock and a hardplace. They pull off some awesome stuff from a quantity/quality of work vs time put in. It's mostly publishers that demand it that is the problem.
